How it works
且 is the terse written "and, moreover", joining two predicates that both hold. It is the compressed form of 并且 and belongs to formal notices, legal text and academic prose.
Examples
该方案成本低，且易于实施。
Gāi fāng'àn chéngběn dī, qiě yìyú shíshī.
This plan is low-cost and easy to implement.
申请人须年满十八岁，且具有本地户籍。
Shēnqǐngrén xū nián mǎn shíbā suì, qiě jùyǒu běndì hùjí.
Applicants must be eighteen or over and hold local residency.
