How it works
别管 is the colloquial twin of 不管: whatever the variable turns out to be, the result is unchanged. The first clause must leave the value open — a question word, or an "A or B" pair — and the second takes 都 or 也.
Examples
别管多晚，都给我打个电话。
Biéguǎn duō wǎn, dōu gěi wǒ dǎ ge diànhuà.
However late it is, call me.
别管他同意不同意，我们都要去。
Biéguǎn tā tóngyì bù tóngyì, wǒmen dōu yào qù.
Whether he agrees or not, we're going.
