How it works
不管怎样说 (or 不管怎么说) is a fixed discourse phrase meaning "in any case / be that as it may / whatever you say." It sets aside preceding qualifications and asserts a bottom-line point.
Examples
不管怎么说，这件事都得先向他道歉。
Bùguǎn zěnme shuō, zhè jiàn shì dōu děi xiān xiàng tā dàoqiàn.
Whatever you say, we have to apologize to him first about this.
不管怎样说，他毕竟是你的父亲。
Bùguǎn zěnyàng shuō, tā bìjìng shì nǐ de fùqīn.
Be that as it may, he is your father after all.
