How it works
在…看来 attributes an opinion to a particular person's point of view: "in someone's eyes / as X sees it." It flags that what follows is that person's judgment, not necessarily fact.
Examples
在我看来，这个决定并不明智。
Zài wǒ kànlái, zhège juédìng bìng bù míngzhì.
In my view, this decision is not at all wise.
在很多人看来，他是个成功的人。
Zài hěn duō rén kànlái, tā shì ge chénggōng de rén.
In many people's eyes, he is a successful man.
