How it works
看来 marks a conclusion the speaker draws from the situation — "it seems", "apparently". It usually opens the comment. 看起来 leans on visible appearance, while 看来 is an inference from the circumstances.
Examples
看来今天他不会来了。
Kànlái jīntiān tā bú huì lái le.
It seems he won't come today.
天这么黑，看来要下雨了。
Tiān zhème hēi, kànlái yào xià yǔ le.
The sky is so dark; it looks like it'll rain.
在我看来，这个计划不错。
Zài wǒ kànlái, zhège jìhuà búcuò.
In my view, this plan is pretty good.
