How it works
与此同时 links a second development running alongside the one just described: "meanwhile". It is written-style, and 此 refers back to the previous sentence.
Examples
产量提高了；与此同时，成本也降低了。
Chǎnliàng tígāo le; yǔcǐtóngshí, chéngběn yě jiàngdī le.
Output rose; at the same time, costs fell.
与此同时，另一队人也出发了。
Yǔcǐtóngshí, lìng yí duì rén yě chūfā le.
Meanwhile, the other team set out as well.
