How it works
历来 says something has held true over a long stretch of the past up to now: "has always …". It looks back over a tradition or a track record, so it suits institutions and customs more than a single person's habit.
Examples
我们公司历来重视质量。
Wǒmen gōngsī lìlái zhòngshì zhìliàng.
Our company has always valued quality.
这里历来是交通要道。
Zhèlǐ lìlái shì jiāotōng yàodào.
This has always been a key transport route.
