How it works
This is 就 as a preposition, not the familiar adverb "then". It names the topic under discussion: "regarding, on the subject of". The frame 就…而言 "as far as … is concerned" is its most common written use.
Examples
我们就这个问题交换了意见。
Wǒmen jiù zhège wèntí jiāohuàn le yìjiàn.
We exchanged views on this question.
就目前而言，情况还不错。
Jiù mùqián ér yán, qíngkuàng hái búcuò.
As things stand for now, the situation is not bad.
