How it works
Introduces a real, acknowledged fact that a following clause runs contrary to, similar to 虽然 but more formal. Note the separate adverb use of 尽管 meaning 'go ahead / feel free,' which is unrelated to this concessive conjunction.
Examples
尽管天气很冷，他们还是坚持锻炼。
Jǐnguǎn tiānqì hěn lěng, tāmen háishì jiānchí duànliàn.
Even though it was very cold, they kept up their exercise.
尽管我说了很多遍，他还是没听懂。
Jǐnguǎn wǒ shuō le hěn duō biàn, tā háishì méi tīngdǒng.
Even though I said it many times, he still didn't get it.
