How it works
凡 opens a blanket rule: "every / any … without exception". The main clause normally carries 都 or the formal 皆. It is the clipped, written form of 凡是.
Examples
凡年满十八岁者，均可报名。
Fán nián mǎn shíbā suì zhě, jūn kě bàomíng.
Anyone aged eighteen or over may register.
凡事都要讲道理。
Fánshì dōu yào jiǎng dàolǐ.
In everything one must be reasonable.
