How it works
凡是…都… states that something holds for every member of a category without exception — "every …", "all who/that …". 凡是 marks the whole scope and 都 sums it up.
Examples
凡是来过的人都说这里好。
Fánshì lái guo de rén dōu shuō zhèlǐ hǎo.
Everyone who has been here says it's nice.
凡是他答应的事，都会做到。
Fánshì tā dāying de shì, dōu huì zuò dào.
Whatever he promises, he will carry out.
凡是超过十八岁的公民都有选举权。
Fánshì chāoguò shíbā suì de gōngmín dōu yǒu xuǎnjǔquán.
All citizens over eighteen have the right to vote.
