How it works
从…来看 frames the angle or evidence from which a judgment is made: "judging from / looking at it from the standpoint of." The clause after it states the conclusion drawn from that perspective.
Examples
从目前的情况来看，计划需要调整。
Cóng mùqián de qíngkuàng láikàn, jìhuà xūyào tiáozhěng.
Judging from the current situation, the plan needs adjusting.
从这件事来看，他是个负责任的人。
Cóng zhè jiàn shì láikàn, tā shì ge fù zérèn de rén.
Judging from this, he is a responsible person.
