How it works
由 before a person or group marks who is responsible for doing or handling something — "by", "let … do it". It puts the focus on the doer, and is common in arrangements and plans.
Examples
这件事由你来决定。
Zhè jiàn shì yóu nǐ lái juédìng.
This matter is for you to decide.
今天的会由王经理主持。
Jīntiān de huì yóu Wáng jīnglǐ zhǔchí.
Today's meeting is chaired by Manager Wang.
晚饭由我来做。
Wǎnfàn yóu wǒ lái zuò.
I'll be the one to make dinner.
