How it works
进而 marks a second step that builds on the first and goes further: "and on that basis, then…". The two actions must be in sequence, with the later depending on the earlier — it is progression, not mere addition.
Examples
先了解需求，进而制定方案。
Xiān liǎojiě xūqiú, jìn'ér zhìdìng fāng'àn.
First understand the requirements, then go on to draw up a plan.
他掌握了技术，进而办起了工厂。
Tā zhǎngwò le jìshù, jìn'ér bàn qǐ le gōngchǎng.
He mastered the technology and went on to start a factory.
