关于 — about / concerning

How it works
关于 marks what something is about — "concerning", "on the subject of". As an opening phrase it sets the topic; before a noun with 的 it forms "a … about …" (关于历史的书). Unlike 对于, it labels a subject rather than a target of attitude.
Examples
关于这件事，我想说几句。
Guānyú zhè jiàn shì, wǒ xiǎng shuō jǐ jù.
About this matter, I'd like to say a few words.
这是一本关于中国文化的书。
Zhè shì yì běn guānyú Zhōngguó wénhuà de shū.
This is a book about Chinese culture.
关于明天的安排，老师还没通知。
Guānyú míngtiān de ānpái, lǎoshī hái méi tōngzhī.
As for tomorrow's arrangements, the teacher hasn't announced them yet.
