How it works
X是它，Y也是它 uses 它 (or 他/她) to point back to one and the same party responsible for every case: "it's always the same one." It highlights, often with complaint, that a single person or thing accounts for both situations.
Examples
迟到的是他，早退的也是他，就没见他守过一次时。
Chídào de shì tā, zǎotuì de yě shì tā, jiù méi jiàn tā shǒuguo yí cì shí.
He's the one who's late and the one who leaves early — I've never once seen him keep to the time.
挣钱的是它，惹祸的也是它，这台旧机器真让人又爱又恨。
Zhèng qián de shì tā, rěhuò de yě shì tā, zhè tái jiù jīqì zhēn ràng rén yòu ài yòu hèn.
It earns the money and it causes the trouble — this old machine is truly a love-hate affair.
