How it works
就是说 or 这就是说 restates or draws out what was just said — "that is to say", "in other words". It introduces a clarification or a logical conclusion.
Examples
他没来，就是说会议取消了。
Tā méi lái, jiùshìshuō huìyì qǔxiāo le.
He didn't come, which is to say the meeting is off.
这就是说，我们得重新开始。
Zhè jiùshìshuō, wǒmen děi chóngxīn kāishǐ.
That means we have to start over.
打八折，就是说便宜二十块。
Dǎ bā zhé, jiùshìshuō piányi èrshí kuài.
20% off — in other words, twenty yuan cheaper.
