How it works
除了…以外 can mean either "besides (in addition to)" when paired with 还/也, or "except (excluding)" when paired with 都. The following adverb tells you which reading applies. 以外 is often optional.
Examples
除了中文，他还会说日文。
Chúle Zhōngwén, tā hái huì shuō Rìwén.
Besides Chinese, he can also speak Japanese.
除了小明以外，大家都来了。
Chúle Xiǎomíng yǐwài, dàjiā dōu lái le.
Except for Xiaoming, everyone came.
